Recently Congress, industry, various law enforcement agencies, and the Whitehouse have vigorously supported legislation that will thwart full public disclosure of potentially life- and health-saving "worst case scenarios." The reason they offer for doing this is that terrorists might use this information to launch attacks on chemical facilities.
