Congress may Eliminate the Chemical Safety Board

Many environmental and labor groups fought for years to set up this Board to conduct independent, root cause investigations into serious spills and emergencies at chemical plants and refineries. Such investigations are important to public health and safety, and to preventing future chemical accidents.

A recent report by the Inspector General (No. IC-01-02, March 2002) is justifiably critical of the Board, but also constructive in its recommendations; it certainly does not call for eliminating the Board. (Basically the Board needs a chief operating officer, two more appointed members, and to make certain other management changes.)

The Administration and Board are both requesting $8 million. A House Appropriations hearing is reportedly scheduled for April 18.

Below are appropriate Congressional staff contacts. You may ask them to support the Board and inform you about the status of the President's $8 million funding request.
