Dear Mr. Ukeiley:
Summit Envirosolutions®, Inc. (Summit) is pleased to submit our technical review of the Engineering Evaluation/Cost Analysis (EE/CA) - Phase I, Former Fort Ord, Monterey County , California on behalf of Ecological Consultants for the Public Interest (ECPI). Our review was conducted in accordance with the agreement between Summit and ECPI dated May 14, 1997.
Our review was general in nature, focusing on the methods used to achieve the goals and objectives outlined in the report, as well as the organizational format and presentation of the technical material. Editorial comments and specific analyses of technical data were beyond the scope of this review.
Based on our review, we recommend that additional analysis be conducted to evaluate:
- The detection, sampling, and statistical analysis methods used to develop the site characterization data that provided the basis for the EE/CA - Phase I;
- The technical merits of the OECert Model used by Quantitech to establish the relative risk at individual sites throughout the facility;
- The relationship between Phase I and Phase II, and the degree to which the results of Phase I will dictate the approach and methodology applied in Phase II; and,
- The appropriateness of using a weighted parameter approach to evaluating the risk to public safety when considering removal action alternatives.
